Vice President, Business Development
Burke is a seasoned homeland and national security expert with more than 20 years of public and private sector experience.
Before joining Delta Risk, Burke served as a Principal with Capgemini Government Solutions, where he led and managed all delivery and business development responsibilities in the Homeland Security practice, Capgemini’s largest federal account. During Burke’s tenure, he significantly expanded Capgemini’s homeland market presence and tripled revenue. Previously, he served as Director of Strategic Programs for QinetiQ North America (QNA, now part of Vencore, Inc.), where he was responsible for strategic planning, business development, and service delivery in the homeland and national security markets. Prior to QNA, Burke was a member of the Senior Executive Service at the U.S. Department of Homeland Security (DHS), leading planning and crisis management operations across all homeland security missions, including anti-terrorism, disaster response, borders/immigration and cyber. Before DHS, Burke served in the U.S. Marine Corps as a judge advocate and logistician, including service during Operation Enduring Freedom.
Burke is a Senior Fellow at George Washington University’s Center for Cyber & Homeland Security and is also a frequent guest lecturer on homeland security topics for domestic and international students and government audiences. Burke holds a Bachelor of Arts degree in Political Science from Colgate University, a Master’s Degree in National Security Strategy from the National War College, and a Juris Doctor from Suffolk University Law School.
